Probable fix for bug 8936 (Mysterious conflict for deleted modBy
record) which I wasn't able to reproduce.
Actually, I went back and was able to reproduce without this patch,
and also verified that the ModifiedByRecord that was supposed to have
been deleted was, in fact, still in the state.agreed._index as pje
suspected. So we can consider bug 8936 closed once and for all.
