After participating in the cosmo bug councils in irc recently, I'm strongly in favor of moving to IRC. +1

It does require that the person driving the bug councils move the conversation along, announcing each bug. It also requires that the stakeholders be on top of typing their 2c quickly after the bug is announced.

Pros (restating some that Philippe listed):
- It forces each stakeholder to make a call (cut to the chase)
- It allows other parties to selectively participate, which can be a big bonus - We have a record of the discussion on how we made the call, giving people more context into how the decisions were made

My experience is that both methods are roughly equivalent in terms of efficiency (bugs/hour). In both cases, it is important that people are focused on triaging bugs and not going down ratholes or trying to solve problems without having all of the information at hand.
