...for what ultimate *goal*? This statement presupposes a goal and values, but doesn't make them explicit. Best for what? For whom? To accomplish what? Let's be specific about the intended end result, because otherwise the discussion is likely to go around in circles.
Specifically, what do you want to see happening *after* the funding window has closed?
