I think that's deliberate. The average person who hears about Chandler isn't going to want to run their own Cosmo instance, they'll either want to try out Hub or download the desktop client, so we want to emphasize those paths. As it is, half the people I've pointed to chandlerproject.org aren't sure if they should download the server or Chandler Desktop to try things out. It seems obvious to me that people should download desktop, but apparently it's not obvious.
