Of course, if we ever encountered a situation where we had to patch
something, we could move such a module again into external. Or if it is
a package we control, we can just upload a new version to cheeseshop.

I had made a first pass at this months ago, but that was before a lot of little fixes were made when Andi cleaned up plugins-as-eggs.

Now it makes complete sense to do this for pure-python modules and I've been noodling on it and was going to present something after 0.7.2 landed.
