Hi Jonas,
The Windows, Chandler, and Help Menus translations on OS X come from the Operating System.

Switching locales in Chandler will not change all values in the menus since OS X owns that UI real estate. So based on your description it would seem to be the correct behavior.

Regarding the two help menus this was an issue in the past but I have not seen that behavior in
a long time.

From another post you made to the list it sounds like you might have a non-standard setup of
your dev environment.
