[Chandler-dev] Cosmo PostgreSQL migration

Hi all,

I can't upgrade to 0.12.0 just yet because PostgreSQL isn't supported  
in the migration tool

I'd really appreciate it if somebody could look at this, as I'm keen  
to start hacking on the server code and this is holding me back.
