I installed the Flickr plugin on 0.7.5.1, added a collection via
Plugins > Flickr > Create new Flickr Collection by Owner ... , and
everything worked fine. So, I'm not sure what's going on there: with
more information (e.g. an excerpt from the log file with the actual
error message, or more specific steps), I should be able to figure out
more.
In general, so far as plugins go, we do try them from time to time,
but they're mostly for demo purposes, and we don't have the QA
resources to validate them. The one that's documented the most is the
feeds plugin (covered in the tutorial), although it doesn't seem to be
downloading feeds in 0.7.5.1 :(.

Which Chandler are you running? At the very least, we need to upload a
new version of the debug plugin for 0.7.5(.1). I don't now explicitly
what the problem might be for flickr: it's quite possible that there
has been an incompatible change in Chandler at some point.
