I've checked in new files. The important one is hub_down.html. (I
know it needs to be hub_down.asis to work, but was afraid to replace
the file ;) Could you take a peek and make sure it's ok?

All correct. The page is actually hosted in the
chandlerproject.org landing pages (and thus SVN), so you'd need to
push a new copy live.
The first three lines (the Status, Content-type, and blank line)
are all critical and must remain. The text after the "500" in the
Status line is the message that actually gets shown by the error
icon in Chandler Desktop, btw.
Hmmm, the graphic on this page (http://chandlerproject.org/
hub_down) used to work until images/logo.png disappeared from the
tree. It's difficult to know you've fixed all references to an
image when you move it; if you don't, one can break pages like
this. There's downsides to not cleaning up images too, but I guess
I'd rather have a few extra images than broken graphics. It's
probably best practice to have a well-known URL (like images/
logo.png) and keep it up-to-date if for some reason you really need
to change the project branding.
