Hmm ... that page is fairly out of date: e.g. we've supported 10.5
(Leopard) for a while.
The section you were looking at ("Building Chandler") describes how to
do a build of Chandler and all the libraries it depends on. However,
there is a more streamlined way to get a working Chandler for most
platforms, including Leopard:

(This avoids the long, tedious and sometimes error-prone building of
all the libraries, and downloads them from our server).
