table of contents, and give greater prominence to 'What to hack on'. 

If you're familiar with the Cosmo stuff being in the right hand-column, then
your first impression of the new arrangement (Cosmo to the left) may be a
bit back-to-front, but there's a motive: it's now less easy to overlook the
'Related projects' section. 

I added a section 'Related services' to include Chandler Hub, and a link to
the runbook. 

Some tidying, just a little de-duplication, etc. and hopefully the end
result still has the essence of what was in
<http://chandlerproject.org/Developers/WebHome?rev=71>. 

(Some of the stuff to which the page refers is probably outdated, but that
wasn't my priority. Focus was on making the one page easier to digest at a
glance.)
