On the "Getting Started" page, follow the links for "Sign up for a Chandler Hub account to backup and share" and "Share collections". Sharing is done through a central server (Cosmo) which stores all your data; each computer that you have Chandler on will then synchronise itself to the server. OSF provide free of charge a server where you can get an account, alternatively if you want to keep everything on your local network, then one of the machines would have to run the server software.
When you say you are looking for an alternative to Outlook, you must realise that Chandler is (to my mind) a better task list than Outlook, but it is not a replacement e-mail client. There are basic facilities for interfacing with e-mail, but you would never want to use it as your primary e-mail client.
