Hi Judy, There is a group in India called Social Cops that have a platform for collecting civic feedback and delivering to governments and neighborhood councils. They are students, and they won the ICT prize at this year's Global Social Entrepreneurship Competition<http://www.foster.washington.edu/gsec/> here at the UW in February.
