Job Title:                    Regional Solution Architect, Information
and Communication Technology for Development (ICT4D)

Department:              Global Knowledge and Information Management (GKIM)

Reports To:                GKIM Director, Solution Architecture and Design



Job Summary:

The Regional Solution Architect is responsible for providing technical
leadership for selection and implementation of ICT4D solutions to meet
regional business requirements and support for the design of new
business and ICT solutions to meet regional requirements and for
providing technical guidance to ICT providers responsible for the
implementation, operations, maintenance, and support for these
systems.

Job Responsibilities:

·         Assess current trends in the use of technology in the relief
and development sector.

·         Work with the GKIM Manager of System Architecture to evolve
CRS’ enterprise architecture to accommodate innovations required to
support CRS field offices and projects

·         Work with users to identify opportunities to improve field
office and project business processes and meet new business needs
through the use of technology.

·         Lead the development of and/or review specifications for new
CRS ICT solutions.

·         Lead the analysis and selection and/or review the selection
of technologies and services to support new CRS ICT solutions.

·         Lead the development of and/or review of the high level
design for new ICT solutions

·         Provide technical oversight and/or guidance to CRS ICT
providers in the detailed design, implementation, testing, and release
of ICT solutions.

·         Coach operations, maintenance and support staff in
management of production systems.

Supervisory Responsibilities:

None

Key Working Relationships:

External:  NetHope and IT leaders of other NGO’s and consortiums
focused on use of ICT in the relief and development sector.

Internal:   GKIM Director of Solution Architecture and Design, GKIM
Chief Solution Architect, members of the Global Knowledge and
Information Management Department, leaders of CRS’ regional ICT
organizations, CRS Senior Managers and Executives, technical experts
across sectors, and owners of CRS business systems.

Qualifications:

·         Bachelor’s degree in IT related field or equivalent experience.

·         Minimum of 9 years experience in system development.

·         Minimum of 6 years experience in development of system
architectures and design.

·         Past experience in developing comprehensive IT enabled
business change solutions.

·         Demonstrated ability to design interfaces between application systems.

·         In-depth knowledge of system modeling processes and tools.

·         In-depth knowledge of system life cycle processes.

·         One or more of the following certifications or their
equivalent desirable:

o   Software Engineering Professional Certificate in Software Architecture.

o   Master Certificate in Business Analysis.

o   MCITP: Database Developer Certification.

o   Enterprise Content Management Certificate or equivalent.

o   Product and Service Design Certificate or equivalent.

o   Cisco Certified Design Associate or equivalent.

·         Successful completion of  one or more courses associated
with each of the following certificates or their equivalent required:

o   Software Engineering Professional Certificate in Software Architecture.

o   Master Certificate in Business Analysis.

o   MCITP: Database Developer Certification.

·         Sharepoint MCTS: Application Development or MCTS:
Configuration certification desirable.

·         Successful completion of the Software Engineering
Institute’s Introduction to CMMI Version 1.2

·         ITIL Foundation Certification desirable.

·         Working knowledge of all aspects of business and technical
architecture (organization, business process, application, data,
hardware/platform, networks).

·         Good understanding of mobile technologies and applications.

·         Good understanding of web technologies and applications.

·         Good understanding of SQL and general relational database
management technologies.

·         Good understanding of object-oriented design.

·         Good grasp of the technologies in use in CRS today.

·         Track record of reliable and consistent performance.

Personal/Professional Skills:

·         Ability to learn new technologies quickly and understand
potential uses.

·         Ability to develop and document system architectures using
industry standard modeling tools.

·         Ability to trade-off various system solutions and articulate
their relative advantages and disadvantages.

·         Ability to work within a geographically distributed architecture team.

·         Ability to work within a matrix organization.

·         Strong systems thinking and analytical approaches to problem solving.

·         Excellent interpersonal, presentation and oral and written
communication skills.

·         Team player willing to work at multiple levels.

·         Patient and flexible.

·         Interest in evolving and emerging technologies.

Mental/Physical Requirements:

·         Regularly required to sit at a desk; work at a computer; type.

·         Occasionally lifts, carries, and /or moves objects weighing
less than 25 pounds.

·         Ability to make decisions which have significant impact on
the department’s credibility, operations, and services.

·         Ability to travel extensively within the region and
occasionally (once or twice a year) to the US.

Language Required:

Must be fluent in written and spoken English and Spanish.
