Background:

For more than 40 years, Planned Parenthood Federation of America (PPFA) has
been working overseas to ensure that women, men, and young people in some
of the world’s most neglected areas have access to the health care they
need to control their bodies and their futures. Planned Parenthood Global,
the international division of PPFA, believes all women should have access
to reproductive health care, no matter where they live. By partnering with
local advocates, medical service providers, and youth leaders and helping
to build sustainable networks and organizations, we find innovative ways to
deliver critical services and fight for more inclusive laws and policies.

 *Overview:*

Planned Parenthood Global at PPFA is seeking a Mobile Health (mHealth)
Program Officer to be the shared resource for Planned Parenthood Global’s
programs to promote access to sexual and reproductive services, especially
those related to access to a full scope of contraceptive services and safe
abortion, in PPFA’s target countries and regions as it relates to mHealth
initiatives. S/he will provide guidance and technical assistance to Planned
Parenthood Global’s program staff in New York and in the regions to plan,
develop, implement and measure the impact of PPFA’s international service
delivery program for mHealth.  The mHealth Program Officer will work
closely with and be responsible for regular interaction with donor country
offices and donor headquarters staff.



*Duties & Responsibilities:*

   -  Leads the continued development and implementation of the mHealth
   pilot project for Planned Parenthood Global with an emphasis on
   sustainability and building in-country partner capacity.
   -  Develops frameworks, models, and methods for implementation of the
   mHealth pilot project.  Leads Division-wide cross-regional sharing and best
   practices documentation of strategies, tactics and initiatives for the
   mHealth pilot project.
   - Prepares, revises, and consults on funding proposals, donor reports
   and other documents related to the mHealth pilot project.
   -  Provides or arranges training and technical support as needed for
   PPFA staff and partners on issues related to the mHealth pilot project.
   Provides input and consultation on staffing plans and resources for this
   pilot project.
   - Facilitates a high degree of cross-regional collaboration for the
   mHealth pilot project within the division, connects to PPFA’s domestic
   assets and resources (information services, litigation, public policy,
   communications, security, etc.) to support the mHealth pilot project, and
   liaises with other organizations working on mHealth.  Assesses value of
   international points of influence to advance regional and country plans
   regarding mHealth.
   -  Enhances PPFA’s international role in the mHealth sphere by
   proactively staying abreast of issues in the field, by canvassing academia
   and other fields/specialties in the broader field of human rights,
   maintaining relationships with a wide range of actors, and representing
   PPFA in conferences, coalitions and other networks regarding mHealth.
   - Works closely with New York-based staff – especially the Business
   Analyst/Project Manager (BA/PM) within the Information Services (IS)
   Division –  as well as DC-based staff and Regional Directors and their
   respective staffs. Also - along with the BA/PM - coordinates partner
   staffs, consultants, and donor staff for the mHealth pilot project.
   -  Hires/supervises interns and consultants as necessary along with the
   BA/PM.
   -  Tracks progress, makes timely decisions (on overall project scope,
   quality/timeline trade-offs, marketing and rollout approach, project
   success criteria, etc.) and follows up on mHealth pilot project
   implementation, making day to day decisions.
   -  The mHealth Program Officer will report to the Managing Director and
   work closely with business stakeholders (in the US and internationally,
   including donor representatives), business analysts, technical staff and
   senior management in our Information Services and Global Divisions. This is
   a full-time contract/temp position at our New York, NY office for 2 years,
   with the possibility for an extension.

 *Qualifications:*

   -  Significant, international service delivery and/or advocacy
   experience and a demonstrated commitment to women’s human rights including
   at least 4-6 years in international sexual and reproductive health and
   rights program design, management, evaluation and/or project management.
   Knowledge in the area of mHealth, safe abortion advocacy and service
   delivery is highly desirable.
   -  Bachelor’s degree required.  Master’s degree or equivalent in
   Political Science, International Affairs, Public Health or related
   discipline preferred.
   - * Fluent oral and written communications skills in English and Spanish
   required.*
   -  Robust understanding of program and policy design, project analysis,
   evaluation and support required. Knowledge of advocacy and service delivery
   program planning and evaluation methodologies required.
   -  Experience living/working in the developing world preferred.
   Knowledge of diverse groups and the ability to work with a multicultural
   workforce is required.
   -  A sense of urgency necessary to drive change within an advocacy
   organization paired with the patience to understand that not all demands
   are equal. Detail-oriented with excellent management skills, including the
   ability to handle multiple tasks and deadlines, often in a fast-paced
   environment.
   -  An ability to quickly triage competing interests such that those
   which are most important are given the direct attention of the team. The
   knowledge to determine which problems and challenges can be resolved
   independently and the ability to make it so.

 *Travel: *30% International Travel
