Local City Goverment has a Public access station... (Check your local listings for channel, or call city gov.)
I'm not sure that they would be willing to show rock and roll or other music on that station. 
 
On Mediacom cable the channel is 21, and other than City council meetings and powerpoint show presentations I have never seen anything else on it.  (Right now there is a ton of slides with massive amounts of text that I cannot tell wtf it says.)
