Unless I'm misunderstanding (and it's git[hub], so that's likely), I see a 1.12.0 tag as well:

        https://github.com/chapel-lang/chapel/tags
        https://github.com/chapel-lang/chapel/releases/tag/1.12.0

Let me know if there's another sense of tag that we're missing.
