I would recommend not applying for more than one proposal, especially for
the new GSoC org like Chapel. Google have some constraints
<https://groups.google.com/forum/#!topic/google-summer-of-code-discuss/5RZj_TyBCkU>
for new GSoC organizations. They may accept up to 3 students for first-time
organizations. I would rather focus on a well-prepared proposal.
So just find the most interesting task, and try to really do something
about it. Do some investigation, learn Chapel, read the source code. Try to
figure out how it works. Share your thought about the idea. Ask for the
feedbacks. See if it works fine.
Try to do something, rather than wait for other's step by step instruction.
