For various reasons, I have had to switch immediately from MacPorts to
Homebrew. This is both annoying and interesting, as well as necessary.
It means though I cannot really follow up on this problem. Sorry.

/etc/paths had /opt/local/bin as the first item so as to ensure all
MacPorts commands were first in the list, and I am sure I had MacPorts
clang, and I know I had MacPorts GMP in place. My hypothesis, which I
can't now test, is that the Chapel Makefiles somehow managed to invoke
/usr/bin/clang rather than /opt/local/bin/clang.

I guess this will have to be left as a dangling unknown.
