Yes, you are welcome to contribute to Chapel without being selected for
the Google Summer of Code. It's important to note that the project you
were interested in completing has been given to another student, so we
would not be willing to accept contributions along those lines.
However, contributions along other lines are more than welcome. The
steps necessary to contribute code to Chapel are fairly
straight-forward, and detailed here:

Since you've already submitted a contributor's agreement, you don't need
to do so again.
