Dear Chapel Users,

We recognize that for many programmers learning a new language or technology, 
one of the first places they might look for answers to their questions is Stack 
Overflow. Most Chapel users have found the mailing lists and IRC channels to be 
useful resources for their questions, but these resources are more conducive 
for discussions rather than question/answer-type inquiries, and offer very 
little from an archival / searching perspective.

At the time of writing this, Chapel's Stack Overflow presence [1] is minimal. 
In an effort to utilize what Stack Overflow can offer, we have set up 
notifications such that all [chapel] tagged questions will end up in the 
inboxes of Chapel developers, where they will be monitored similar to our 
mailing lists and IRC channels. Hopefully, the usage of Stack Overflow can 
improve the ability for users to search past questions and answers, as well as 
lower the activation barrier to asking simple questions about the language.

That being said, we still encourage the use of our other community resources, 
such as the mailing lists and IRC channels. Each resource offers advantages to 
certain types of questions. Stack Overflow's help center page [2] provides some 
helpful guidelines on where certain types of questions work best:

>        How do I? -- Stack Overflow with [chapel] tag
>        I got this error, why? -- Stack Overflow with [chapel] tag
>        I got this error and I'm sure it's a bug -- [email protected]
>        I have an idea/request -- [email protected]
