I already have m4 install from Debian/Fedora packages on all my
machines – I have dual boot Debian Sid and Fedora Rawhide. I don't
recollect there being an Chapel GMP build fail, exactly the opposite
there seemed to be a great deal of build, much more that usual for a
full build.

I'll open up a bug report since as you say getting the same behaviour
independent of the build indicates a slightly different problem than
just the Chapel build per se.
