recycling material can be put out front. I'v seen recycling in front of houses in the 3000blk Barclay st. Is there anything else there to attract someone's attention or is this the only bag?

Lo and behold, it was left behind just last week, once again.

I don't get it--is it that difficult for city employees to grab a bag that is clearly filled with recycling and take it? 

Someone kindly offer some advise that will make this seemingly very simple task even more simple for these employees.
