SunPlus is supposed to be delivered to non-subscribers only. This way, they can offer TMC (Total Market Coverage) to advertisers, especially grocery stores. Hence, run your circular in the Sun and SunPlus and you get subscribers and non-subscribers, i.e. everyone.
