Thank you Steve. They were called but never came.

Judy,
A good while ago, I called 911 after seeing a suspicious couple asking
to see my BGE bill. After I had said I was not interested, they had
stayed on my front porch for quite a while. That is what made me
suspicious. Since I have a security door that can only be opened with
a key, I felt safe opening the inner door when they first rang. When
I called 911, I did use my crime watch number. The police came
fairly quickly, but the couple were gone when they came. I also spoke
to a JHU security person parked across the street (they are there
regularly).
Whenever I have asked, police have said that they would like people to
call 911 for suspicious persons. Such a call just may help solve a
crime or prevent one.
Last Saturday, someone was going onto porches and checking to see if
doors were locked. Someone called 911, and someone else followed the
suspect until the suspect pulled a knife on him. Fortunately, police
came just then and made an arrest. So if you think the situation is
really suspicious, call. You may prevent a tragedy.

I didn't call the police. My neighbor did. I don't know how that
conversation went. I never saw the unit assigned to the call. I
flagged a police car driving by. I told him the above. He says he
didn't get the call but would pass on info to the officer who was
assigned to the call. By the time all this took place the suspicious
person was long gone.

Suspicious Activity is cause for calling 911 so you did the right
thing. If you described the activity you observed that should have
been enough to get a squad car out to question the suspect. And it
is certainly enough to put the police on the lookout for this
individual. I get quicker results when I call 911 by using my
Northern District Crime Watch number (for application see
www.charlesvillage.net, www.charlesvillage.org, or ask me), and by
using code words like, "Suspicious person canvassing houses under
false pretenses," etc. The activity you described is what burglars
do to determine which houses have someone home and which do not.
I am meeting with Deputy Major Worley at 1 PM today at the monthly
CVCBD SAC meeting and can have a discussion with him about your
experience. But he will ask me for details.
Did the police arrive? Did they question the suspect? If not, can
you give me a description of the suspect? What did the suspect do
after he left your house? What block of which street did it occur
on? Please provide some additional details, including your
neighbor's name, address, phone number, and your address and phone
number to provide to police who may want to speak to you before
trying to locate and question the suspect.

Tues, ar'd mid 4pm give or take, my neighbour called to tell me of a
young man, knocking on doors, asking to see people's BG&E bill. Talking
about a 30% discount. He would need the account # to call in for the
discount. I tried to engage him in conversation while my neighbour
called the police.
During the wait for police, I call BG&E. Took me 15minutes to talk
to a
voice. I got sneaky and pressed the gas leak choice in the menu. I was
told under no circumstances would a BG&E employee OR any subcontractor
come to a home requesting to see the bill.
I realise no violent crime was in progress, but waiting for the police
was like waiting for Congress to agree on something. This occurred in
the Barclay, Vineyard neighbourhood.
Be aware.
