There is a "homeowners' property tax credit program." Here is a link

It appears that October 31 was the deadline to apply, but at least your
mother may be able to apply for next year. Most of I know about it is
contained in that link, but I think that the credit can apply to the
CVCBD tax as well as the other real estate taxes. Also, I think that if
you get this credit, the state pays the City and CVCBD taxes for you, so
that the City and CVCBD do not lose revenue. At some point, I looked up
the program in the Maryland Code, which is why I think that what I just
added is accurate, but it has been a while since I looked. You might
want to contact Mary Pat Clarke since she probably has some info about it.
