I think a public or semi-public JHS would serve well for any sort of "Introduction to J" workshop. One of the things I got out of the education workshop I attended yesterday is the teaching pattern of "I do"-"we do"-"you do": where I (the instructor) demonstrate something, the class works on an example together, then students take on a task by themselves (or in small groups).
To do this, everyone needs to be able to access J. I spoke with a Ruby enthusiast who admitted that installing Ruby (perhaps with Rails) is a non-trivial exercise in its own right and that Ruby workshops often are preceded by an "Install Night" during which everyone gets on the same page by installing a common version of Ruby with whatever tools will be needed. Having a web-accessible version of J would simplify this aspect of introducing people to it, even though the J installation seems relatively straightforward and quick.
