Control structures aren't the right place to start, when learning J.

Before any of the rest of it can make sense, you have to learn at
least some of the expression syntax. Maybe half a dozen verbs, a few
adverbs and a couple conjunctions.

Also, learning how to define names and use parenthesis matters more
than control structures.  Learning the various noun notations can also
matter a lot.

So it's probably good to design the navigation so that control
structures are easy to find for intermediate users of the language.
