Sure, but that's not a contradiction.

"Designed to rise" gives us desirable attributes like "money supply is
not exhausted by increasing population".

"Designed to rise" does not eliminate "climbs to fast" as a serious problem.

Mind you, we've also got serious problems, even where we don't have
the "climbs to fast" problems. (For example, we seem to be rather
inept, currently, at making useful and productive employment available
to our population. And that is a serious economic flaw.)
