In what way would this be new?  The US government kills its citizens all
the time, many of them in the name of the "War on Drugs".  Since this
"War" is being carried out by the agencies of the executive branch,
the president is responsible for it.

(And don't even think for a moment that it's acceptable because the people
who are murdered are "just drug users".  Many of the people killed weren't
even drug users; they were innocent people who just happened to be in
the wrong place at the wrong time.  You can find several incidents with
a properly worded web search -- the first one I stumbled across was the
