Freenet 0.4 is going to have splitfiles capability. It won't be
mandatory, but will instead be the responsibility of the client
programmer. (Freenet "clients" include things like fproxy, as well
as FreeWeb and manifest tools.)
So in short, your wish is already being granted. :)
