Usually it's the presence of MIME headers.  For example, when a message
is PGP signed; the first part of the message is "text/plain" (or similar)
but the typical Windows client (Outlook Express, etc.) decides to be
clever and not show the first part of the message, even though it's
plain text, simply because of the PGP signature.
