From the story:

Among the banned sites are the website for the U.S.-funded Voice of America
broadcast service, and the site for Radio Farda, another U.S. station that
beams Iranian youth a mix of pop music and westernized news. Both stations
are run by the International Broadcasting Bureau (IBB), the U.S. government's
  overseas news and propaganda arm.

Greg's translation:

The U.S. overseas propaganda bureau has suffered massive setbacks
in recent times, and in particular in the middle east. To help
spread the American Way(tm) to Less Fortunate(tm) people in Iran
and other countries, 50 million dollars have been earmarked to help
subvert the Internet filtering services in foreign countries --
but only for the purposes of spreading U.S. propaganda, of course.
Naturally, we'll help them continue to block sites which don't
  propagate our culture or news.
