Peer to peer networking is at risk due to private sector business's perceived interest. Lobbyists from the private sector have been highly successful lately. Without a greater force to stop them than there is today, they will likely make inroads against peer to peer networking. Freenet and similar software may even become entirely illegal whether you use it or just have a copy of it on your disk. Short of large corporations embracing peer to peer networking and file sharing, the only thing I see as likely to stop the lobbyists is legislation in place to preserve rights. Germany did this recently with their law to ensure preservation of rights for reverse engineering for accessibility.
