Uh, so anyone who runs a BBS has to register with the Copyright Office?
What about private mail systems?

In any case, we're far more likely to get into trouble (at the moment)
by registering than by not registering.

They have more time than the typical node operator. They can furthermore
streamline the process. So we have what amounts to a legally mandated
denial of service attack, if we are crazy enough to register our nodes.
