You seem to have omitted the context: Henry Rich's statement - "It
would be highly misleading to suggest that J is not included 'because
it chose not to be'".
Whether to participate or not is your choice - by all means make
whatever choice you wish, by all means explain your choice to
whomsoever may ask, but please acknowledge to them that it is your
choice.
