There used to be a rather active APL users group (APLbug) where occasional discussions of j occurred (I presented one or two such) - but it sort of disappeared due to lack of interest (or energy to arrange meetings). The most active organizer was Curtis Jones (copied him on this reply) and he has a mailing list for interested parties.
Curtis is also an active volunteer at the Computer History Museum ( http://computerhistory.org ) which is a fantastic resource in the Bay Area. There are several "regulars" at the museum who are interested in APL and j - and on several occasions I have heard speakers make comments about j or APL (some of them quite flattering).
