Unfortunately, this doesn't apply here in the Philippines since the rates are 
always declared as a whole number. A normal mobile phone call would cost at 
8PHP per minute. A fraction of a minute will be computed as a whole minute. 
Another one is that they would offer unlimited call for a block of time 
(normally from 10pm to 5am) for 20PHP. In my case since were using a family 
post paid line (3 phone line, 1 bill) ... I get unlimited voice calls and text 
for unless I call another network.

This has always been the case here in my country. Before I got into 
supply-chain integration software dev, I was developing Automated Attendant for 
PABX and software systems for call centers. A big enough client would just get 
a leased line with PABX from the Philippines to another country (for example 
the US .. this was before VOIP took off) and plugged it into the PABX there. :)

There was a lot of gray areas during those times.

I heard a similar case too.  An accountant once told me that she
manually checked each phone bill as a routine job and got significant
refund for her company.
