So LaTeX is not passes as LaTeX to LaTeX, but as images?

If this is the case, another alternative is PdfAction, which uses HTMLDOC.

HTMLDOC project even fixed a bug I filed a few months ago in relation
to HTML generated by MoinMoin:

PdfAction/HTMLDOC is a little tricky to install. To support UTF-8 it requires
to build latest version from sources.

But a good thing about it is that PdfAction has a large number of options
controlable by the user, such as TOC, PDF options,
