Yes, if I seriously wanted full unicode support in J, my
first step would be to provide a model implementation of
a ;: dyad intended to serve as a replacement for the
current monad.

And, then, I expect I would have to go through several rounds
of criticism of my implementation and re-implementation.

And, then, I expect I would have to wait for enough other
people to care (which could be accomplished with money,
if this was really important to me).

And, then, I would have to wait for the next significant release
of J.  (Which, again, could be hurried with money, if it was
critically important to me.)

Personally, though, I do not yet care enough to even
attempt a utf8 ;: implementation.
