I have a couple comments here.

First, these two suggestions conflict with each other.

In the second case, and array containing NODATA
has a shape of NODATA.  In the second case, this
rule does not apply.

But, more to the point, none of your suggestions
came with examples where they would be useful,
which makes reasoning about their implications
nearly impossible.

This one suggests to me that J's current behavior
(of emitting errors for things like 2 { 0) is more
desirable than a NODATA element would be.
