I think what you see is standard paypal and not much under our control. However, we will look to see if there are easy improvements.
Re province: I think you will find that if you first select your country that you will then see your state as an option. I suspect that if you retried and selected your country first that things would go more smoothly. And yes, the card number has a simple encoding of the card type and I think transactions not requiring explicit card type are not uncommon.
