Stitch has infinite rank.

Fill is used by the rank operation to deal with mismatched frames.

So to get fill with stitch you could limit its rank and give it an
empty frame.  You could also derive a verb based on stitch, that
produces results of different sizes for different frames, and get
framing fill in your result.

Meanwhile, to get verb fill, I think you need to have arguments of at
least rank 3.  The
leading dimension must match, and the next dimension does not matter, and the
remaining dimensions must differ:

    1 2 3 ,.&i. 1 1 1
0 1 2
3 4 5
0 0 0
