Yes, and RTFMing on readline(3) gives remedies:
quoted-insert (C-q, C-v)
Add the next character that you type to the line verbatim.
This is how to insert characters like C-q, for example.
tab-insert (M-TAB)
Insert a tab character.
Mind you: GNU libreadline has been phased out by BSD libedit (which
includes the basic readline(3) API) in many contexts including J.
Keybindings may well differ then, but Ctrl-V works universally.
