is in a way a machine too. It isolates one from the actual instruction set
of the hardware. But then the instruction set of the hardware is yet a level
above the microcode used to implement the instructions. Then the microcode
gets down to the nuts and bolts of the hardware. Then there are those who
design the microcode using the circuits in the hardware. All those who work
at these various levels are programming.
