It is not always easy (nor even possible in rare occasions) to make
such expressions into tacit verbs. But the feature of using 13 :
'<expression that works with all 's converted to ''s> y' will give a
good solution. In this case I did the following.

13 : '".;._1@:,~&''.''y'
".;._1@:,~&'.'
(((".;._1)@:,)~)&'.'
The above result suggest that a tacit function could be as follows.
fn=: ".;._1@:,~&'.'
fn '192.168.1.1'
192 168 1 1
