Perhaps this is a solved problem. But if you need to generate/read QR codes to/from text David Yee has written APL2 functions for this. The APL2 has been adapted to APL+Win and uploaded to the APL+Win user contrib library. If you need the APL QR code functions and cannot download pls request in a post. If David Yee's code is useful re-written into J pls advise.
