Create a proper python package in the build directory
Copy the sources of the MonetDBtesting package and a pyproject.toml file in the
proper directories so that it can be installed using pip install.
This is necessary for the mtest builder of buildbot and will hopefully relieve
the need to prepare separate packages every time the code changes.
