Update the hudson build configuration to deploy new snapshots to
https://repository.apache.org/content/repositories/snapshots/org/apache/chemistry/
upon successful builds.
This will mean enable hudson user to deploy to https://repository.apache.org.
@Stephan: can we investigate whether this would be an issue from the hudson
site (e.g. are other projects doing it?) and in case make sure the hudson user
is allowed to deploy there?
