[WITHDRAW][VOTE] Release Apache Chemistry cmislib 0.4

Per Nick's objection previously noted, I am withdrawing the original vote on 
cmislib 0.4.

All of the issues raised have since been addressed, so in a separate thread I 
will start a new vote.
